Remember, because you no longer can raise the terrorist threat level, because that's long decended in to parody and ridicule ages ago, you can dredge up old terrorist plots and say "Hey look at this! Be scared again!" while breaking the law, crapping on the Constitution and eroding our rights.

And as long as you can drag it out enough, some natural disaster, or scandal of your opponents will come up, getting you off the hook from actually being held responsible for anything.

Maybe if you're really lucky, maybe some terrorist attack will happen overseas so you can cause some panic right around election time, without actually suffering any yourself.
