It just didn't have the fun from the first one. The music wasn't as good, the story was much (much) slower, and the ending was slow and disappointing. Carradine was pretty good, and it was surprising to find out that her daughter was still alive but that's about it. It was full of that classic Tarantino bullcrap dialog - like the 'do you want the flashlight or the mace' and the lame 'explaining the black mamba while the guy dies' scenes.
And that whole 'I'm pregnant so why don't we both go home' scene with the assasin was pointless and should have been cut. How many standoffs (gun pointed at gun) can you have before they start to lose their impact? Now, I didn't buy the whole banal dialog during extreme violence shtick even during Pulp Fiction but even for those that did surely the novelty has worn off? This movie was classic Tarantino. Pretentious and dull, and all the 'references' that he's so famous for feel hackneyed and dated. There's no action, no fun and no edge to this one...
