This is a "time-honored tradition"? Can somebody tell me why we had to send troops to Somalia? Can somebody tell me why we had to go to war in Kosovo? Going to war when "we have to" sure makes it sound like either an imminent threat or self-defense. (And if so, then sending troops to Sudan certainly wouldn't follow in this tradition, would it?)
