How to Have a Crime-Free Society

This story of an Afghan housewife serial killer is interesting in and of itself.

Shirin Gul killed at least 27 people by taking taxis home, inviting the drivers in for tea, then offering them kebabs laced with sedatives. Once they were incapacitated, she strangled them.

But in the story I found this line interesting as well:

Most of Gul's offences are believed to have been committed since the Taliban fled the 2001 American invasion. Crime was virtually non-existent during the fundamentalist militia's rule.

Okay. I guess that kind of depends on what you mean by "crime". On a daily basis under the Taliban, roving bands of religious police (basically young bearded men with whips and guns) drove the streets in trucks looking for offenders. They beat, bloodied, and often killed people for offenses such as listening to music or women showing their ankles. I guess it's not a crime if the street hoodlums are sanctioned by the rulers, huh?
