Someone had mentioned it to me, so I got it with some gift certificate money I had on Amazon. It's not a game you should take too seriously. The fun is in seeing how the game play changes from turn to turn, since the rules are fluid depending on the cards that are played.
You start out with a basic rule card: On your turn draw 1 card and play 1 card. Among the cards you can play are ones that modify existing rules, such as: On your turn draw 4 cards. There are also new rules that modify the amount of cards you can play each turn, limit the number of cards you can have in your hand, reverse play order, etc. You can also play goal cards, which alter the winning goal of the game. Like I said, it's kind of a cute idea, but it's virtually impossible to plan ahead or strategize, because the entire course of the game changes constantly. Still, it's not a bad little diversion.
