Found the solution about an hour ago, so much relief (and rejoicing) now that all the updated OS files have downloaded.
A cryptic solution, unless you know Unix. Huh... Unix commands to run a Macintosh. It's still strange to think that way.
Reboot.
That worked. Thank Google and some critical late-night clear-headedness to use the right search terms.

cd /var/db
sudo mv NetworkInterfaces.xml NetworkInterfaces.old
cd SystemConfiguration
sudo mv preferences.xml preferences.old
sudo mv com.apple.airport.preferences.xml com.apple.airport.preferences.old
Reboot.
