Disney owns the rights to the "Toy Story" movies and says that they plan on moving ahead on a Pixar-less "Toy Story" movie. Making a Pixar-less "Toy Story" movie would be a complete and utter failure. I mean, a third "Toy Story" movie might not even work on it's own merits, but to move ahead without Pixar would be like making a "Star Wars" movie sans Lucas. As much as some fans would love to see THAT, I don't think that you should separate the two.

Pixar goes with Toy Story like water goes with Earth.
