It seems to me that there is a difference in kind between the bribery offense when a single congressman takes a bribe to do a favor for whomever...

And the corruption events that occur when a highly placed person arranges for misappropriation of funds which affect whole cities, federal funding of projects and so forth.

The latter offense is more heinous because it is systemic.
