There continue to be, at regular intervals, articles and editorials in the Los Angeles Times reminding us that the people of the lower 9th ward of New Orleans still cannot return, have not rebuilt, wait seemingly in vain for the government to do something.

The latest editorial excoriates the current administration in Washington for its aversion to low cost housing and its unwillingness to work creatively and proactively to address the continuing infrastructure problems.
