The section that was struck down by the Court was outmoded, outdated, and "we live in a different world" now. The Court's decision was simply an adjustment to a new reality. Just a technicality, really.
Texas has now revived its Voter ID law and its redistricting/gerrymandering law? Oh, don't you worry honey chile. It will all work out in 10 years or so. And anyway racism no longer exists; see? we elected a non-white president. Those Texas laws that were considered too racist, too discriminatory by Federal Justice judges and implementation blocked? Pshaw, they were just a little reorganization required for streamlining. And now there is nothing to stop their enforcement. ID laws that disenfranchise 500,000 to 800,000 Latino voters? Well, don't worry your pretty little head about that. They don't count anyway. Especially when the district lines have been redrawn to ensure maintenance of white "representatives" in free and fair elections. Don't need no brown voters. And of course Congress will fix the little technicality that the Supreme Court declared null and void. I'm sure of it. You see how efficient they have been at governing so far; why would you think otherwise? So lay down your fears and don't give them another thought. Our future is safe in the hands of Governor Perry and his ilk, now that the Supreme Court has made sure the federal protections are out of the way. Pay no attention to the man behind the curtain.
