After reading, and double-checking, and researching, I finally got my answer. Roman holds dual citizenship until the age of 18. He became a US citizen the minute he touched American soil in NYC. The Russian government also considers him to hold dual citizenship until the age of 18. If he ever travels to Russia before his 18th birthday, he must use both the US and Russian passport (in each respective country).

Upon his 18th birthday, he must choose his citizenship. If he chooses to renounce his Russian citizenship, he must do so at the Russian Embassy or Consulate. We're not sure if a letter is acceptable. So how about that?! What a special little guy! And how sad the day he has to renounce one of his citizenships. I won't even think about if he chooses to stay a Russian....

Teeth number 7 and 8 have appeared, lower jaw. He now has 4 up and 4 down. He met his Uncle Scott today for the first time, and took right to him. Doug reports Uncle Scott bolted up the stairs when he heard Roman crying from waking up from his morning nap, so he could meet him and personally get him out of the crib. They proceeded to play together the rest of the visit, from what I understand. :) I was co-hosting a shower for Scott's fiancee, so I missed the meeting. :( But there are pictures!
