Dynes, the president of the University of California system] said recruitment pressure led to secrecy and violations in the university's handling of pay and perks for senior administrators…Mr. Dynes said the university felt pressure to bend the rules because of the "failure of the UC compensation scales to keep pace with the market." He cited "intense competition" in recruiting talented university administrators, with the university sometimes being at comparative disadvantage with private universities, which face less public scrutiny and can have deeper pockets.
