Council members did a formal review of City Manager Toby Futrell's job performance at their meeting Thursday, and the review was -- to put it mildly -- glowing. "She's here all the time, virtually all the time, working on behalf of the city," Council Member Betty Dunkerley said. "When the rest of us go home, you can be sure Toby's light is still on." The love just kept on coming when Futrell declined a pay raise. For the three years she's been city manager, Futrell's salary has been $188,000 with deferred compensation benefits of $8,000. The council wanted to give Futrell a raise, Council Member Daryl Slusher said, but she refused because she knows city finances have been especially tight in the past few years.
