Can someone explain to me how US territories work?

Why do we have these areas that get some of the benefits of citizenship, but not all?

Why can't those people vote for president? Why don't they get proper congressional representation? Are they not paying taxes? If not, why aren't they just independant states?

Could someone from Puerto Rico explain?
