I just read today that FEMA had tractor trailers loaded with food and water and toiletries staged and going into NOLA to the Superdome and the convention center BEFORE the levees broke. The state department stopped them. They said if the people had food and water at the superdome, they would want to stay. The state didn't want them to stay. They wanted them to be evacuated. So they figured no food or water and people would want to leave. So they just denied Fema bringing it to them.
