Oil prices up, but barrel prices down?

Okay I admit to being dumb, but this is something that I just do not get. I mean, when they shut the refineries down in Texas as Ike approached, the price at the pump skyrocketed. Nothing had even happened yet! Now that the storm is passed, the damage is minimal so now the price of a barrel is down below 100.00 for the first time in Lord knows when. That means a gallon to us will be cheaper. Or SHOULD. At least as far as I have been following stuff.

So why is gas in my town almost 4.00? This is totally nutty. SOMEONE just has to get in Washington and straighten this crap out.
