One possibility is for state Health Department officials to create online identities themselves, hang out in chat rooms and wait for the sex partners to appear online. The Health Department worker could then ask the sex partner to break off into a private chat room for discussion of the problem. But what would the Health Department worker say to the sex partner to initiate the private conversation without violating confidentiality? What's more, how much time would state workers spend waiting in chat rooms for people to log on? I know some irc trolls who would be perfect for the job. What's Playing: office noise
